Arbitration/Mediation Experience
Successfully mediated to conclusion, heard and decided thousands of improper practice charges as Director of Employment Practices and Representation and Administrative Law Judge at NYS Public Employment Relations Board across the full range of issues within the purview of the Taylor Law. As Board member since 2018 have decided appeals of administrative law judge decisions.

Since launching an arbitration practice in 2017, I have either issued a decision or mediated to conclusion cases involving interest arbitration, discipline and discharge, performance evaluation, health insurance, seniority, workday/workweek and others.

As impartial chair of the Waterfront Commission Employment Relations Panel for the Waterfront Commission of NY Harbor, was responsible for interest arbitration, grievance arbitration, unfair labor practice and representation issues involving the Commission and its employee organizations.

Issues/Industries
As Board member, Director and Administrative Law Judge at PERB, handled and decided thousands of cases involving the full panoply of public sector labor relations under the Taylor Law in the public sector and the State Employment Relations Act in the private sector. Public sector parties included the State of New York and virtually every political subdivision thereof, i.e., cities, towns, villages, counties; as well as school districts, public authorities and public benefit corporations and their employee organizations, including police, fire, corrections, rank and file, supervisory employees, professional, scientific and technical employees, administrative employees, institutional services employees and many others. Arbitration issues included discipline and discharge, health insurance, seniority, workday/workweek, arbitrability, work schedules, performance evaluation.
