Petitioner, pro se, appealed the determination of the Executive Secretary of the Board of Collective Bargaining dismissing the petition for untimeliness, lack of standing, and failure to plead facts sufficient to establish a violation of the NYCCBL. Petitioner argued that the petition should be deemed timely because it was filed within four months of when she learned of her right to file an improper practice claim. The Board found that the Executive Secretary properly dismissed the petition. Accordingly, the appeal was denied.
